The Appointment Ceremony for the Members of the Eighth Committee of the Beijing Arbitration Commission was Held

On the morning of September 1st, the appointment ceremony for the members of the Eighth Committee of the Beijing Arbitration Commission was held. At the appointment ceremony, Cui Yang, the Secretary of the Party Committee and Director of the Beijing Municipal Bureau of Justice, announced the list of members of the Eighth Committee of the Beijing Arbitration Commission and its Board of Supervisors. Guo Wei, Wang Liming, Li Yueping, Yi Jiming, Meng Qingguo, Chen Jie, Li Shuguang, Jin Hui, Shi Hong, Wang Guiguo (Hong Kong), William Blair (United Kingdom), and Jiang Lili were presented with letters of appointment, and the Chairperson of the new Committee, Guo Wei, delivered a speech. This Committee, for the first time, appointed William Blair, a renowned arbitration expert from the United Kingdom and a member of the International Commercial Expert Committee of the Supreme People's Court, as a foreign member.

The Beijing Arbitration Commission (the "BAC") is an arbitration institution established by the People's Government of Beijing Municipality in 1995 to resolve contractual disputes and other disputes over property rights and interests between equal natural persons, legal persons, and other organizations. Over the past 28 years, it has handled more than 73,000 cases with a total amount in dispute over CNY770 billion, including 1,857 international cases involving parties from 65 countries or regions. The BAC has 170 foreign arbitrators from 31 countries and regions, who are committed to providing arbitration services to parties from various legal systems and diverse cultural backgrounds.

Adhering to the highest standards and benchmarking against the international first-class, the BAC has actively striven to refine its Arbitration Rules and case management system to align with international mainstream practices. It has developed into a leading domestic arbitration institution with significant global impact, serving as an important window for the capital's economic and social developments and its opening up, and standing as a vital platform for demonstrating the achievements of Beijing's legal construction and development.

This change of Committee marks one of the significant outcomes of the BAC's institutional mechanism reform in accordance with the Several Opinions on Improving the Arbitration System and Enhancing the Credibility of Arbitration issued by the General Office of the CPC Central Committee and the General Office of the State Council, as well as the Overall Reform Plan for the Beijing Arbitration Commission outlined by the Beijing Municipal Party Committee and Government. The newly established Committee, comprising of both domestic and foreign senior experts in the fields of law, finance, digital economy, intellectual property, and international commercial dispute resolution, will assume the core decision-making functions conferred by the Arbitration Law, leading the BAC to take "Independence, Impartiality, Professionalism, Efficiency and Excellence" as its core values, and “professionalism, standardization, and internationalization” as its development direction, and striving to make great strides towards being a world-class arbitration institution.


Introduction to the Members of the Eighth Committee of the Beijing Arbitration Commission

I. Chairperson

Guo Wei, male, member of the CPC, Bachelor of Laws, and a senior expert in the field of legislation, government under the rule of law, and legal services management. He previously held positions as a member of the Committee of the CPC, Deputy Director-General, and Level I Bureau Rank Official of Beijing Municipal Justice Bureau.


II. Vice Chairperson

Wang Liming, male, member of the CPC, Doctor of Laws, and an authoritative expert in the field of civil law. He currently serves as the President of the Civil Law Research Association of the China Law Society. He formerly served as the Executive Vice President of Renmin University of China and a member of the Seventh Committee of the BAC.


III. Committee Member

Li Yueping, male, member of the CPC, Doctor of Economics. He previously served as the Deputy Secretary of the Committee of the CPC, Director, and General Manager of China Anneng Construction Group Corporation Limited.


Yi Jiming, male, public figure without party affiliation, Doctor of Laws, and a renowned expert in the field of intellectual property. He currently serves as the Director of the Institute for International Intellectual Property of Peking University.


Meng Qingguo, male, member of the CPC, Doctor of Engineering, and a renowned expert in the field of digital economics. He currently serves as the Executive Dean of Institute for Governance Studies, Tsinghua University.


Chen Jie, female, member of the China Democratic League, Doctor of Laws, and a renowned expert in the field of commercial law. She currently serves as the Director of the Commercial Law Department at Institute of Law, Chinese Academy of Social Sciences.


Li Shuguang, male, member of the CPC, Doctor of Laws, and a renowned expert in the field of economic law. He currently serves as the Dean of the School of Law and Economics of the China University of Political Science and Law. He was elected as a member of the Seventh Committee of the BAC.


Jin Hui, female, member of the CPC, Doctor of Statistics, and a renowned expert in the field of the international economy. She currently serves as the Dean of the Beijing Borui Open Policy Research Institute and is a specially invited expert of the Beijing "Two Zones" Leading Group Office.


Shi Hong, female, member of China Zhi Gong Party, Master of Laws, and a renowned expert in the field of arbitration. She currently serves as the Vice President of the International Chamber of Commerce (ICC) International Court of Arbitration.


Wang Guiguo, male, Doctor of Laws, and a renowned expert in the field of arbitration in Hong Kong. He currently serves as the Dean of the Academy of International Strategy and Law at Zhejiang University and is also a member of the International Commercial Expert Committee of the Supreme People's Court.


William Blair, male, from the United Kingdom, and an internationally renowned expert in the field of arbitration. He currently serves as a member of the International Commercial Expert Committee of the Supreme People's Court.


Jiang Lili (also serving as Secretary-General), female, member of the CPC, Doctor of Laws, and a renowned expert in the field of arbitration. She has previously held positions as the Deputy Dean and Secretary-General of the China Arbitration Institute of China University of Political Science and Law, as well as the Executive Director of the Commercial Arbitration and Judicial (CUPL) Research Base of the Fourth Civil Division of the Supreme People's Court.

All disputes arising from or in connection with this contract shall be submitted to Beijing Arbitration Commission / Beijing International Arbitration Center for arbitration in accordance with its rules of arbitration. The arbitral award is final and binding upon both parties.
